Position Summary

The City of Regina is seeking an experienced leader for the position of Director, Strategy & Performance. This role is responsible for guiding the City's strategic planning and performance management processes, while providing senior-level advisory support to City leadership. The Director will oversee the Strategy & Performance Department, including strategic and operational planning, financial management, stakeholder engagement, and people leadership. The mandate includes driving organizational performance improvement through business planning, corporate strategies, and process enhancements.

Additionally, the Director will play a key role in supporting the implementation of the City's Energy & Sustainability Framework and will contribute to corporate-wide policy development and special projects as a member of the senior leadership team.

Key Duties & Responsibilities

  • Collaborate with the Executive Leadership Team to develop and execute the City's strategic plan and priority initiatives.
  • Support the organization in strategy execution through business planning and performance consultancy and support.
  • Lead corporate performance measure development, monitoring, and reporting, ensuring alignment with Master Plans, Strategies, Frameworks, and the Energy & Sustainability Framework.
  • Lead the development of corporate policy and securing additional grants from other levels of government to fund city projects.
  • Provide Council report writing support and coordination.
  • Oversee project management for key corporate initiatives corporate wide.
  • Provide data analytics, trend monitoring, and research as inputs for planning and performance interpretation.
  • Guide the development of Departmental programs and services, ensuring alignment with City-wide strategy, and set clear business goals, service levels, and performance measures.
  • Maintain awareness of leading practices, oversee large-scale strategic transformation initiatives, and implement success metrics to track change progress.
  • Ensure risk management practices are in place, conduct impact analyses, and develop mitigation strategies for successful change implementation.
  • Manage the Strategy & Performance Department's budget, ensuring alignment with business plans, and provide input into the City's budget planning process.
  • Ensure accurate financial forecasting, develop mitigation strategies, and approve procurement decisions.
  • Foster strong stakeholder relationships across the organization, providing advice to City leadership and Council, and manage program-related challenges.
  • Lead workforce planning and development, providing coaching, mentoring, and performance management for the Sustainability, Performance & Service Improvement team.
  • Drive employee engagement and address complex labor relations issues.

Key Qualifications

  • Expertise in senior leadership practices including strategic planning, policy development, financial management, performance evaluation, risk management, project delivery, and customer service.
  • In-depth understanding of municipal operations, particularly in relation to climate change mitigation and adaptation including local, national, and international policies and practices.
  • Proven ability to balance operational effectiveness with the implementation of leading practices in management, technology, and program delivery.
  • Strong knowledge of organizational change management principles and best practices, with a focus on building high-performing teams.
  • Experience using complex analytic tools such as statistical modeling, business analytics, and scenario planning to address multifaceted financial, programming, and relationship management challenges.
  • Advanced communication and interpersonal skills, including formal presentations, negotiation, consensus-building, and political acumen, especially in high-profile, politically sensitive, or high-risk situations.
  • Senior-level experience in change management, driving buy-in and support across diverse stakeholders while managing resistance and fostering collaboration.
  • Expertise in creative problem-solving, addressing complex strategic and operational challenges with long-term consequences through analysis, innovation, and scenario planning.
  • Leadership experience in managing leaders, fostering a positive and innovative culture, and overseeing workforce planning and talent management to ensure organizational growth and success.
