Under the direction of the Manager, Data Analytics & Geospatial Services, the IT Data Specialist is responsible for the implementation of data architecture, data management standards and strategic use of data across the Town with responsibility for public facing performance dash boards and supporting software. As a subject matter expert (SME), leads and supports corporate projects applying modeling of complex data, (unstructured, structured, numeric, non-numeric) to guide business decision challenges. Applies investigative processes to gather insight into business operations and identify opportunities through statistics, algorithms, mining, and visualization techniques.
Completion of a University Degree in Data Science, Computer Science, Statistics, Mathematics, Applied Sciences or a related field, or an equivalent combination of education and work experience.
Demonstrated progressive experience and proficiency in developing scientific hypotheses, statistical analysis, quantitative analytics, forecasting/predictive analytics, and multivariate testing, and optimization algorithms.
Experience in the use of statistical packages such as R, Python MATLAB, SPSS, SAS and thorough knowledge of machine learning approaches, clustering and classification techniques, and optimization algorithms.
Experience with data visualization tools such as PowerBI, Tableau or Looker.
Programming knowledge and skills (such as Hadoop MapReduce or other big data frameworks), SQL Scripting, SQL support business intelligence software packages, web analytics, presentation languages, Extract Transform Load (ETL) development using MS SQL Server, Azure, AWS or other cloud based and Open Source Tools.
Proven analytical, communication, customer service, organizational and problem-solving skills.
Demonstrated project leadership skills and ability to assign tasks, monitor project deliverables and adapt to changing priorities while working to tight deadlines.
A strong understanding of municipal business functions, policies, business strategic analytics requirements, and data solutions.
Ability to work independently, with a minimum of direction and supervision, prioritize work assignments, and coordinate tasks within projects to meet strict deadlines.
Ability to work in a team environment within IT and with Town Departments to implement optimized data analytic solutions.
Knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Personal Information Protection and Electronic Documents Act (PIPEDA), and Privacy-by-Design principles.
Due to the nature of the role, a Police Record and Judicial Matters Check satisfactory to the Town is required.
