About the Opportunity

The IM/IT Lead is responsible for ensuring the resilience and recoverability of the OPOR system across all NSH and IWK facilities. This senior professional is tasked with developing comprehensive downtime procedures and crafting robust disaster recovery plans that align with the organization's operational needs and regulatory requirements. The Business Continuity/Disaster Recovery (BCP/DR) IM/IT Lead works closely with clinical, technical, and operational stakeholders to identify critical processes, assess risks, and design strategies to maintain continuity of care in the event of OPOR system disruptions. This role requires a deep understanding of healthcare operations, EMR/CIS systems, and IT infrastructure, coupled with expertise in business continuity and disaster recovery methodologies. The ideal candidate will have a proven track record of implementing successful BCP/DR programs in complex healthcare environments. They must be adept at balancing technical requirements with clinical needs, ensuring that continuity plans are both effective and practical for end-users. The BCP/DR Lead plays a crucial role in safeguarding patient care and organizational operations throughout the OPOR implementation and beyond.

The BCP/DR IM/IT Lead independently addresses issues and designs decisions of moderate complexity with little or no supervision and delivers clear communication and documentation of complex concepts and issues related to clinical and non-clinical applications across the organization. This includes leading the analysis, resolution of issue, communication of resolution to affected users. The Lead Application Analyst also leads testing activities and finally leads training activities including creation of educational documentation and support to end users.

The IM/IT Team Lead reports to an IM/IT Manger and oversees a multi-disciplinary team responsible for the design, development, testing, implementation and maintenance of initiatives and programs throughout the province as the organization moves towards the rationalization of disparate systems and the OPOR strategy. The IM/IT Manager will be committed to a high standard of performance and will provide support across the organization to leverage IT applications in support of NSH's and its client's strategic mission, vision and goals. The IM/IT Manager performs a variety of tasks, including but not limited to, coordination of resources and stakeholders; managing timelines and milestones; documenting outcomes; and, monitoring, summarizing and communicating the progress of activities to the appropriate leadership team members. Additionally, this management position ensures that all activities within their responsible area are supported by the NSH IM/IT business plan, established policies/procedures, and in line with service level agreements between NSH, IWK and the department of health.

Responsibilities

  • Develop and standardize comprehensive Business Continuity and Disaster Recovery plans for the OPOR system across the Nova Scotia province.
  • Lead standardization sessions with multiple OPOR stakeholders to determine workflows, practices, and policies across the Nova Scotia Health (NSH) and IWK Health.
  • Design and document detailed downtime procedures for various scenarios, ensuring minimal disruption to patient care.
  • Conduct thorough risk assessments to identify potential threats and vulnerabilities to system availability.
  • Design and implement testing strategies to validate the effectiveness of BCP/DR plans.
  • Coordinate with technical teams to confirm that appropriate infrastructure and systems are in place to support continuity and recovery objectives.
  • Develop training programs to educate staff on BCP/DR procedures and their roles during downtime events.
  • Regularly review and update BCP/DR plans to reflect changes in technology, processes, or organizational structure.
  • Conduct annual test of BCP / DR procedures to confirm their function.
  • Lead the response effort during actual downtime or disaster events, coordinating activities across all relevant teams.
  • Stay current with industry best practices and regulatory requirements related to business continuity and disaster recovery in healthcare.
  • Confirm that Nova Scotia Health (NSH) and IWK Health maintain ISO-22301 standard and other disaster recovery benchmarks.

  • Annual Downtime Testing Procedures
  • Detailed summary of approach to test validity of OPOR's downtime procedures as part of annual operations.

About You

We would love to hear from you if you have the following:

  • Undergraduate degree in Computer Science Information systems or health related field. Consideration may be given to those with equivalent training and work experience
    Project Management and change management certification would be considered an asset
  • Minimum of 3- 5 years of experience in Clinical Application implementation, in IT disaster recovery and business continuity planning. BCP / DR experience in healthcare settings is preferred.
  • Relevant certifications such as CBCP (Certified Business Continuity Professional) or MBCP (Master Business Continuity Professional) preferred'
  • Current Certification in one or more of Clinical Applications
  • Working understanding of healthcare operations, clinical workflows, and regulatory requirements
  • Familiarity with EMR systems; Oracle Health's Cerner Millennium solutions are preferred
  • Experience in risk assessment and management methodologies
  • Excellent project management skills with ability to manage multiple priorities
  • Strong leadership and stakeholder management abilities
  • Excellent analytical and problem-solving skills
  • Outstanding communication skills, both written and verbal, with ability to translate technical concepts for non-technical audiences
  • Flexibility to work extended hours, including evenings, nights and weekends during Go-Live periods
  • High level of accuracy and attention to detail
  • Ability to execute through effective delegation, motivation and oversight
  • Experience in data analytics

Compensation and Benefits

$40.15 - $50.19 Hourly
