Under the direction of the Public Safety Communication Centre Operations and Information Systems Manager, the position is responsible for administration, implementation, and maintenance of the Saint John Police website, web-based applications, software, data (including databases and interfaces), enterprise system and other applications.
• Plan and recommend information technology changes and/or enhancements to the Saint John Police software, applications, and databases to address specific problems or business requirements
• Determine and implement configuration parameters for a wide variety of IT applications and interfaces
• Plan and guide the development, installation, maintenance, upgrades and repair of the Saint John Police website, IT applications, databases, or servers as required
• Contribute to the development and implementation of IT policies and standard operating procedures related to the website, applications, and data
• Administer and monitor the security measures and configurations for applications and databases to ensure compliance with policies and standard operation procedures
• Maintain applications operation and ensure quick problem resolution as per the service level standards by monitoring all essential components of the application or database, establishing effective working relationships with vendors and communicating with the IT team
• Report and/or develop recommendations on the website, applications and database system performance, and security
• Complete and maintain documentation, as required
• Works collaboratively with IT team members, customers, and other stakeholders to achieve objectives
• Participate, on a rotation basis, in providing after-hours support to users throughout the organization. Additional after-hours commitment may be required for application and database maintenance.
• Increase in responsibility and pay band with experience and certifications
Must be security cleared, take an oath of confidentiality and must have Class 5 driver's license.
• Strong working knowledge in one or more of the following aspects:
o Windows 10 or 11
o Microsoft Productivity Tools (Word, Excel, Power BI)
o Microsoft SharePoint Online and OneDrive, Power Platform
o Process mapping and architecture drawing software such as, MS Visio or Archimate
o Report Writing Tools, such as Cognos, Crystal Reports or other enterprise report writing tool
o SQL and Oracle Databases
o Web interfaces and data integration
o HTML / CSS
o ASP.NET
o JavaScript
o XML / XSLT / JSON
• Basic understanding in one or more of the following aspects:
o Networking, such as Active Directory, M365 administration, SQL server management, and/or Exchange)
o Developing PowerShell scripts
o Understanding with HTML5, CSS3, SQL, Javascript, PHP
o Laserfiche, escribe or other document repository systems
o Mobile app functionality
o Software implementation projects

• Must have a demonstrated understanding of cybersecurity best practices for program or data transfer interface protocols
• Must have demonstrated experience with data analysis and report generation using tools such as Power BI, Crystal Reports or Cognos
• Must maintain expert knowledge of current technological developments / trends in area of expertise.
• Ability to handle emergency situations in a calm and directed fashion, and lead teams in such situations as needed.
EDUCATION, TRAINING & EXPERIENCE
• Completion of a two-year diploma program in database administration, or programming from an accredited college OR completion of a university degree in Computer Science or in a related discipline.
• This position requires the technical and operational acumen generally gained through progressive training and experience managing websites, IT applications & databases.
• Number of years of IT field experience combined with certifications will be considered in the hiring process.
