Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Data Analyst will be responsible for providing data management and analytical support for population and public health surveillance and health assessment functions of the Population Health Observatory. The Data Analyst is a key member of the Population Health Observatory. This Unit directly supports the work of Population and Public Health and other Fraser Health program areas. The Analyst has health authority-wide responsibilities in the area of data collection and synthesis, analysis, interpretation, knowledge translation, and dissemination.


Responsibilities


  1. Assists in the creation, synthesis, and dissemination of population health information to Fraser Health stakeholders for planning and decision-making. Contributes to publications informing population health issues for use by Medical Health Officers and Senior Leadership, Managers, and healthcare providers as well as for use by external partners and for public information.
  2. Performs qualitative and quantitative data analysis using descriptive and statistical methodologies, including use of statistical software (e.g. R, SAS).
  3. Uses GIS software to create, organize and maintain geographic maps; uses cartography, geoprocessing, geocoding, vector and raster mapping, spatial joining, spatial editing, and Python and VBScript coding to conduct geospatial data analysis and create GIS maps; maintains appropriate metadata and documentation to describe maps, spatial analyses and processes and shapefiles; uses GIS maps, geospatial analysis, and spatial epidemiology of disease and its risk factors to assist in public health planning and evaluation, disease surveillance, outbreak investigations, and emergency preparedness.
  4. Supports data collection, analyzes data, interprets results, and prepares regular surveillance reports related but not limited to communicable diseases, chronic conditions, and other adverse health outcomes in populations.
  5. Provides technical advice to the communicable disease nurses, coordinators, and other members of the Public Health and Health Protection teams on data collection, cleaning and analysis to ensure consistency and validity of data.
  6. Participates in the identification and resolution of data quality issues, including identifying and reporting data quality issues, analyzing issues, recommending improvements and implementing new/revised processes. Promotes the use of best practices in data management and data quality.
  7. Performs data management and preparation activities, including data extraction, data cleaning and documentation; develops and maintains data collection and storage systems such as databases and spreadsheets, including designing ad hoc reports; automates routine data management tasks using standard programming tools including structured query language (SQL); partners with relevant stakeholders to ensure reporting needs are met for assigned databases.
  8. Identifies and collates population health data from local, regional, and provincial sources.
  9. Works collaboratively with relevant program areas to develop project specific tools and support monitoring and evaluation activities.
  10. Responds to requests for information by performing duties such as extracting, linking, manipulating, analyzing, and summarizing data at the request of internal and external partners. Prepares appropriate communications to stakeholders including reports, oral presentations, written communications suitable for a variety of audiences, and online communication formats.
  11. Fosters and maintains positive, collaborative, and effective interdisciplinary working relationships with Fraser Health internal partners, other health authorities, and provincial partners.
  12. Prepares and maintains supporting documentation such as user guides, data collection procedure manuals, data security policies, and data dictionaries.
  13. Supports system development, enhancement, and maintenance by performing duties such as evaluating existing and emerging data systems and recommend strategies to deliver analytics in an accurate, timely and user-friendly manner.
  14. Maintains current knowledge and technical skills necessary to work effectively as a Data Analyst.
  15. Performs other related duties as assigned.

Qualifications

Education and Experience

Master's degree in Epidemiology, Public Health, Biostatistics, Health Informatics, Health Sciences or other related discipline, plus three (3) years of recent, related technical experience in data management, linkage, analysis, interpretation, and reporting, or an equivalent combination of education, training, and experience.

  • Understanding of basic epidemiology and public health surveillance systems.
  • Knowledge of health data sources and data quality issues.
  • Demonstrated analytical and statistical skills including ability to find, collect, analyze, and interpret data, use basic statistical concepts, and prepare written reports.
  • Ability to work in a multidisciplinary, dynamic environment as part of a collaborative and high-functioning team. Foster effective working relationships that promote cooperative goal achievement and contribute to an atmosphere of trust and mutual respect.
  • Ability to work collaboratively with colleagues to share and develop resources, knowledge and skills in order to improve the efficiency and effectiveness of assessment and surveillance functions.
  • Demonstrated knowledge of statistical, data management, and data visualization software systems (GIS, R, SAS, SQL, Tableau, Power BI).
  • Physical ability to perform the duties of the position.
