Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health:

Provides leadership and support to the designated program team, as well as other Population Health leadership, by applying expert knowledge in data analysis, data mining and performance reporting to provide evidence-based review of service utilization, health interventions, and performance analysis; responsible for the planning and development of reporting requirements by reviewing clinical, financial, human resource and operational data and by applying knowledge in performance measurement and benchmarking methodologies to develop performance reports. Prepares strategic business cases and supporting documents, briefing papers, strategic and tactical reports for the designated program and other population health programs for submission to the Ministry of Health, Fraser Health Executive, Board of Directors and other stakeholders; works collaboratively with members of the Population Health team, senior management, staff of various organizational units and other internal and external stakeholders in support of the mission, philosophies and goals of the designated program.


Responsibilities


  1. Works with the designated program team, as well as other population health programs in identifying reporting needs, analyzing current procedures, identifying opportunities, reducing redundancies and ensuring reporting processes support business objectives.
  2. Works on and/or leads projects to improve performance reporting through report automation, the introduction of new tools, and process improvement.
  3. Conducts performance reporting benchmarking/best practices research and makes recommendations for improvement.
  4. Develops and seeks continuous improvement of performance reporting (non-financial performance reporting) processes including developing performance reporting tools used to automate and coordinate report inputs, analyses and distribution.
  5. Ensures data is effectively gathered, mined and leveraged to support effective decision making in support of program and corporate strategies and provide quality assurance and a value-added review of reporting inputs to promote high standards for quality and insight.
  6. Coordinates work activities related to the production of major reports and documents related to service performance reporting; verifies the accuracy, consistency and integrity of data and information; consults with Population Health leadership to validate contents of reports and documents.
  7. Develops business reports and participates in the design, development and testing of performance reporting solutions.
  8. Provides detailed analysis, advice, interpretation and resource support within Public Health for multi-source complex data analysis by compiling and reviewing financial, human resource and operational data, clinical data and significant events occurring within a specified time frame.
  9. Provides editorial support to the designated program team, and other population health programs by reviewing, proofreading and confirming the integrity and validity of sensitive/confidential reports and documents; improves the structure and flow of products, corrects content errors and ensures consistent final reports and documents.
  10. Prepares sensitive and strategic documents for program and service planning and delivery, including briefing papers, strategic and/or confidential business cases and operational review for distribution to the Ministry of Health, FH Executive, Directors and other stakeholders.
  11. Develops annual performance plans including goals and objectives for assigned area of responsibility, in collaboration with the STOP HIV program and other population health programs.
  12. Participates on internal/external committee meetings as requested.

Qualifications

Bachelor's degree in Business, Health Economics, Computer Science and/or related field. Five (5) to seven (7) years' recent related experience in decision support, business analysis, performance reporting, and/or health care management, or an equivalent combination of education, training and experience.
